If it is your first time learning how to use cream chargers to get high, then a Nos cracker is a good method to try.
What You Need

Step By Step Instructions
Step 1: Unscrew the Cracker
Start by unscrewing the cracker to get it opened.
Step 2: Insert a Cream Charger
Once the cracker is open insert one 8g N2O cartridge and then reattach the lid, making sure that the cracker is fully closed (no gap).
Step 3: Fit the Cracker to a Balloon
The side of the cracker with the lid has two holes. Gently slide that side into the mouth of your balloon. Get the cracker in for about 1 centimeter, while you avoid creating holes in the balloon with sharp nails.
Step 4: Fill Your Balloon
You need to use protective gloves for this step to avoid freeze burns. Carefully unscrew the cracker to inject the gas into the balloon. Make sure you empty the cream charger.
Then tighten the cracker and pull it out while holding the balloon in such a way that the gas will not escape.

Step By Step Instructions
Step 1: Unscrew the Charger Holder
Ensure that the cream whipper is clean and dry and the dispenser head is properly attached to the bottle. Then unscrew the cream charger holder from the dispenser head.
Step 2: Charge the Dispenser
Slide one 8g nitrous oxide cartridge into the holder and reattach it to the dispenser head. Keep tightening the holder until you hear a whooshing sound, which indicates that the gas has been injected into the cream whipper.
Step 3: Fill the Balloon
Then hold the balloon tight and press the lever to get all the N2O into the balloon. Make sure you empty the cartridge completely disposing of it.
Final Thoughts
Carefully insert the mouth of your balloon over the nozzle of your whip cream dispenser for about 1 centimeter. Use a protective glove to avoid freeze burns.
